Subject Trouble with namespace

Hello all,

      I have strange trouble with namespace's. Small example:
XML:

<?xml version="1.0" encoding="windows-1251"?>
<?cocoon-process type="xsp"?>
<?cocoon-process type="xslt"?>
<?xml-stylesheet href="test.xsl" type="text/xsl"?>

<xsp:page
  language="java"
  xmlns:xsp="http://www.apache.org/1999/XSP/Core">

<em:page xmlns:em="http://west/">
</em:page>

</xsp:page>

XSL:
===================================
<?xml version="1.0" encoding="windows-1251"?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
                              xmlns:em="http://west/">

<xsl:template match="em:page">
 <html>
  <body bgcolor="white">
        Hello world!!!
  </body>
 </html>
</xsl:template>

</xsl:stylesheet>

      ... and i haven't any output - nothing. It seems the xslt parser
      doesn't see namespace 'em'. But! If i remove 'em' prefix from
      xsl's template, i.e. <xsl:template match="page"> - then i see
      'Hello, world!'.  I use Cocoon 1.7.4.

      Have you any idea?
