I had the same problem. I do not know the exact reason, but 
I could solve the problem by removing the line

<map:selector name="coded" factory="org.apache.cocoon.selection.CodedSelectorFactory"/>

from sitemap.xmap. There seems to be a problem, when this line ist processed.
