These are basic XSLT questions, and have nothing to do with Cocoon - use XSLT mail lists in future.
Here is an answer: you must write this in one line:
<xsl:attribute name="href">mailto:<xsl:value-of select="member/e_mail"/>@ccra-adrc.gc.ca</xsl:attribute>
OR use <xsl:text>:
<xsl:attribute name="href">
  <xsl:text>mailto:<xsl:value-of select="member/e_mail"/>@ccra-adrc.gc.ca</xsl:text>
</xsl:attribute>

Why do I get http://localhost/cocoon/%0D%0A%09%09mailto:doug.hewko@ccra-adrc.gc.ca instead of mailto:doug.hewko@ccra-adrc.gc.ca when I am trying a href in Cocoon2? How could I get rid of the http://localhost/cocoon/ that is being prefixed?
