OK, I have now *really* upgraded to the configuration I mentioned, 

	PostgreSQL 7.4
	PG JDBC 7.3
	Cocoon 2.1.4
	Java 1.4.2

and my German and French diacritics come out OK. All I did was pg_dump 
the database
in version 7.3.3 and then pg_restore it in version 7.4.
