There is a patch to do this for you
http://issues.apache.org/jira/browse/COCOON-2032
And this is how your definition would look:
<fd:repeater-action id="sortByPriorityAscending" command="sort-by"
repeater="rep" field="Priority" asc="true" />
<fd:repeater-action id="sortByPriorityDescending" command="sort-by"
repeater="rep" field="Priority" asc="false" />
