encode(String,String) only exists in JDK 1.4.  HttpClient currently supports
JDK 1.2+.  Making this deprecation warning go away probably wouldn't justify
dropping 1.2 and 1.3 support.

I wonder why this is using URLEncoder at all though, it may be better to use
URIUtil.  Or even better, since we're just creating a temp file name here,
just use File.createTempFile.
