Add support for non-default resource bundles

I am attaching four patches for Arg.java, Msg.java, validator_1_1.dtd, and 
validator-name-required.xml (where i added a bundle attribute to an arg for 
testing purposes).

Specifying a resource bundle on the arg and message level makes sense in that 
they are the closest element to the bundle in that they specify the key within 
the bundle. In struts, this would be helpful to have when you need to specify a 
non-default resource bundle. It may not happen often but it would be helpful. 
Perhaps, bundles should be added to fields, forms and formsets as well. If this 
was done, the package that used validator could treat the hierarchical bundle 
attributes however it wanted. For example, if a bundle was specified in a 
field, but that field had an arg that specified another bundle, the arg bundle 
would override the field bundle.
