I did a number of tests with my current version of Excel.
save as "csv" types do use commas, with double quotes as encapsulators, and do allow blank
lines.  Leading whitespace is output without encapsulation, so that is important to not ignore
save as "text" types normally use tabs instead of commas.

So I think the excel separator should definitely be changed to ',' with the rest of the strategy
left as-is.
