Pushed changes to exactP per outline above in ce98d00852e21ce34d8d247db7f6be138967b559.

The same problem applies to monteCarloP.  It is not obvious to me how to make the necessary
changes to the improved implementation there to accommodate ties.  I suspect it is not possible,
so unless others have better ideas, I will add back a modified version of the earlier naive
implementation that samples the multi-set.
