yeah, in my tests, when the app is installed from the app store it doesn't change even if
I don't have any of my apps installed, when I install it from xcode or adhoc (including testflight
testing) it changes if I don't have any of my apps installed

are making one app - and so if the single app gets uninstalled, they lose the uuid and it
appears to be a "new" device on reinstall.
