What exactly does the error message say?
Does it mention the db.lck file?

Unless you are already doing it, it may help if you shut down the database 
first, by using ;shutdown=true in the connection URL, see
http://db.apache.org/derby/docs/10.1/devguide/tdevdvlp40464.html for details.
