Subject Using Directory API Under Security Manager

I'm trying to run the Directory API under tomcat using a security 
manager. It's throwing an error:

I've signed the jar and I have a grant:

grant signedBy "mysign" {
     permission java.security.AllPermission;
}

Can anyone help me understand why this isn't working?
