Just copy/paste the csv bellow to tmp,
1,"foo\"","bar"
1,"foo","bar"

then tryied to query it:
SELECT columns[0],columns[1],columns[2] FROM dfs.tmp.`test.csv`;

Here is the result:
EXPR$0 |EXPR$1           |EXPR$2 |
-------|-----------------|-------|
1      |\"foo\","bar     |       |
1      |foo              |bar    |

It does't parse the csv in the right way.

Notice that :
1,"foo\" ","bar"
1,"foo","bar"

Works ok (thanks to space).

Then problem becomes :
Drill don't anderstand CSV when a quote is the last character in a field
