Currently, outputs in Falcon process is optional which is fine.

 <xs:element type="outputs" name="outputs" minOccurs="0">
                    <xs:documentation>Defines outputs of the workflow

but the contents of this should have atleast one event:
  <xs:complexType name="inputs">
            <xs:element type="input" name="input" maxOccurs="unbounded" minOccurs="0">

Otherwise, oozie throws exception:
