I confirm (as ActiveMQ committer):
- the persistent scheduler is available since ActiveMQ 5.4.0
- it's disabled by default, and we have to use schedulerSupport="true" in the broker configuration
(or use the setSchedulerSupport() on the BrokerService)
- we can use AMQ_SCHEDULED_DELAY or CRON property on the message to define the delivery
