Oh yes. Apologies. But the test expects the waiting instance to not get killed. And hence
it passed. 

In my opinion, despite the kill operation, the waiting instance shouldn't continue to remain
in waiting. And should get killed too. Had filed https://issues.apache.org/jira/browse/FALCON-1015
in this regard as well. So as part of this patch, will change the test "testProcessInstanceKillKillNotRunning(
)" based on how Falcon-1015 is resolved, instead of adding a new test.
