@Jerome.   Flex has generally had a Garbage In/Garbage Out policy.  Flex has typically not
added too much checking for mistakes because doing so downloads and runs code you might not
need in production.

Is there a meaning to adding a popup twice?  Should it move to the top over all other popups?
 Or is it in fact just a bug in your code?
