Example file (packageLevelFunction.as):
{code}
package foo.bar {
	public function packageLevelFunction(a:int, b:int):int {
		return a + b;
	}
}
{code}

This file works fine in ActionScript, but when cross-compiling to JavaScript, the output file
(packageLevelFunction.js) is blank. It should generate something like this:

{code}
goog.provide('foo.bar.packageLevelFunction');
foo.bar.packageLevelFunction = function(a, b) { return a + b; };
{code}
