Committers definitely need a CLA.
However, http://www.apache.org/licenses states:
The ASF desires that all contributors of ideas, code, or documentation to the Apache projects
complete, sign, and submit (via postal mail, fax or email) an Individual Contributor License
Agreement (1) (CLA)..

So it is not strictly required to file a CLA. However, if you plan to do "significant" contributions
it would be good to file one. You can do that at any point of time of course.
