    [FLINK-3554] [streaming] Emit a MAX Watermark after finite sources finished

    Finite sources now emit a MAX_LONG watermark once they cleanly finished.
    
    This prevents loss of pending windows over finite sources when they finish.
    
    Canceling and stopping sources will NOT emit a MAX Watermark.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/StephanEwen/incubator-flink finite_max_watermark

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/flink/pull/1750.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
