    [FLINK-2254] Add BipartiateGraph class

This PR implements BipartiteGraph class with support classes and lays foundation for future
work on bipartite graphs support. I didn't add documentation because I would like to make
sure that this approach is in line with what community has in mind regarding bipartite graph
support. If this PR is good, I'll continue with documentation and other related tasks.
