    [FLINK-4875] [metrics] Use correct operator name

    This PR causes the operator name to be stored in the respective StreamConfig. With this
the MetricSystem no longer has to extract the name from the Task name, which was prone to
failure.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/zentol/flink 4875_operator_name

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/flink/pull/2676.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
