[~hequn8128] Thanks for the pointer. I looked into the commit logs and found this parameter
check is added in a refactoring of tests [FLINK-4994|https://issues.apache.org/jira/browse/FLINK-4994]
which has no description of the offset API changes, so I think it is more likely to be a bug
rather than an expected change.
