Relevant documentation: 

[~rmetzger] The only thing I'm unsure of is how the docs are actually served, the page on
the wiki is minimal. If ci.apache.org is fronted by an Apache server we need to modify the
`.htaccess` file which might require coordination with apache infra[1].
