Semantically {{PublicEvolving}} doesn't prevent from doing the removal. Given this option
has no power the concern is

1. if user configure this option and we remove it, shall user program fails due to no option
matched?
1. if user configure this option and we remove it, shall user gets a warning that his option
is not matched?
