Thinking about this some more, 120 is a pretty low limit, particularly since this new limitation
was created after people were creating more than a million counters per job.  I'd probably
suggest adding a note to the documentation that when using 203 or up to make sure the limit
is up'ed to a reasonable value.  I'll open a new JIRA for it.
