Currently there is only one way to control if source vertices that don't explicitly exist
in the input should be created: giraph.createEdgeSourceVertices
This way one can enable or disable vertex creation on the job level. However sometime we need
more fine-grained control. E.g. we want to create vertices for some edge input and then skip
creation for other part.
