Subject How to access jars in the JDK

I'm trying to setup a project under gump that has compile-time and
runtime dependencies on tools.jar in the JDK (to do annotation
processing).  In the metadata/profile/gump.xml, I don't see that the JDK
is setup as an installed package.  


Would that be the best way to do this, have an installed package for the
jdk that just symbolically links to the jdk install?
