what about the failed KMS test?

*AccessControlList.java*:

* {{isUserInList()}} shouldn’t implement the logic and {{isUserAllowed()}} call it? yo could
make {{isUserInList()}} final to avoid a subclass changing the behavior and breaking {{isUserAllowed}}.

other than that, LGTM.
