Thank you so much for looking into, trying branch-2, and the feedback!

Per you suggestions, I created the following subtasks:
* HADOOP-11597 for common
* HADOOP-11598 for tool
* HDFS-7799
* YARN-3200

And I have attached patch to HADOOP-11597. Once HADOOP-11597 is committed, I can submit patches
to the other jiras because of the dependency.

Thanks again for your help, would you please help looking at HADOOP-11597 patch?
