Rethinking this, it's not the same.
* ZlibFactory tries to load native library when the class is initialized. (only once)
* Bzip2Factory tries to load native library when {{isNativeBzip2Loaded(Configuration)}} is
called. (not only once)

I don't see any existing tests for non-native bzip2 (dummy) library, so we don't need to introduce
a setter method for Bzip2Factory. For non-native gzip library, setting {{ZlibFactory.nativeZlibLoaded}}
to false is sufficient.
