Think I may have hit my first inconsistency BTW, in a localdb s3guard test. open() worked,
but the first attempt to read the file triggered the FNFE. 

As discussed on HADOOP-14303; we should consider what our retry policy is. Here I think 404
-> fail fast.

+ S3aInputStream retries on some non-recoverable events, as it does one extra attempt on any
exception. This can lead to 404s triggering a retry rather than fail fast.
