We don't need hadoop-docker repository.  We can build docker image inline right from hadoop
trunk code.  In HDDS-1495, there is a maven submodule setup to build docker image inline for
Ozone.  This build flows is building jar files, tarball, follow by docker image.  Container
tag name and hadoop branch name are based on version number of the release.  There is no obstacle
that I see to execute inline docker build plan from hadoop trunk code.  Any concerns [~elek]?
