Currently only CapacityScheduler supports placement constraints so request gets forwarded
only for capacityScheduler. Below exception will be thrown if custom scheduler supports placement
constraint

            + " cannot handle placement constraints, rejecting this "

        throw new YarnException(message);
      }

I think we should make this configurable
