The actual time to perform the action is subsecond by there's ~62 seconds of hanging around
waiting for region locations to come back. ROOT or META might not be cached -- I see Stack
followed up on that in another mail -- but that's a really long time anyway. Most definitely
not normal. I've seen long lags like that before when DNS is not properly set up. Primary
resolver bad or unreachable? Just a thought.
