Figured it out (needed to include the hbase classpath, to pick up that
config):

[patrick@job-tracker ~]$ HADOOP_CLASSPATH=`hbase classpath` hadoop jar
/usr/lib/hbase/hbase.jar verifyrep --starttime=1372911043653
--stoptime=1372997453773 1 table-foo
