Are the RegionServers still up once the logs get to that point?

On the master would you mind changing the log configs to set the
appender for LruBlockCache to WARN? (if a config to do this would
help, just let me know what logging backend you're using. IIRC out of
the box it's log4j 1 properties.)

in the master log, can you find the most recent entry that looks like this:

18/07/02 22:07:08 INFO procedure.RecoverMetaProcedure: pid=11,
state=RUNNABLE:RECOVER_META_ASSIGN_REGIONS; RecoverMetaProcedure
failedMetaServer=null, splitWal=true; Retaining meta assignment to
server=regionserver-3.hbase,16020,1530565754600
18/07/02 22:07:08 INFO procedure2.ProcedureExecutor: Initialized
subprocedures=[{pid=12, ppid=11,
state=RUNNABLE:REGION_TRANSITION_QUEUE; AssignProcedure
table=hbase:meta, region=1588230740,
target=regionserver-3.hbase,16020,1530565754600}]
18/07/02 22:07:08 INFO procedure.MasterProcedureScheduler: pid=12,
ppid=11, state=RUNNABLE:REGION_TRANSITION_QUEUE; AssignProcedure
table=hbase:meta, region=1588230740,
target=regionserver-3.hbase,16020,1530565754600 checking lock on
1588230740

and then get the logs for the region server mentioned? (e.g. in the
above it says server=regionserver-3.hbase)

oof. That's rough. Hopefully it got called out in release notes.
