Kanak Biscuitwala resolved HELIX-482.

The mechanism is quite simple and borrows from the scheduled workflow implementation. It sets
a field for when to run next, and then schedules a rebalance for that time. If multiple tasks
have failed for a job, only the next rebalance is scheduled.
