MaxClients is only configurable within the  hard-coded upper limit of
256 which set in the source-code. This is not particularly obvious from
the documentation, I would chide...

If you want to change it, the line is:

HARD_SERVER_LIMIT 256

in src/include/httpd.h

then do make again...
