The version I downloaded size is also 2177983 bytes, I use gzip -d to
decompress it and get a 9093120 bytes tar file.
I use "tar xvf" in order to extract the tar file. 

These are the lines inside util.c that include test_char.h :

	/* A bunch of functions in util.c scan strings looking for certain
 	* To make that more efficient we encode a lookup table.  The
 	* is generated automatically by gen_test_char.c.
	#include "test_char.h"

As I said before, for some reason I do have the file, but it is empty with
size 0.

I would download the tarball again from the apache site. just to check,
my copy has size 2177983 bytes.
