Subject mod_rewrite question

We are in the process of moving the main website off of our shared web 
server, and I would like the shared webserver to redirect all failing 
URLs to the new webserver. I have used the following ruleset:

RewriteEngine on
RewriteCond   %{REQUEST_URI} !-U
RewriteRule   ^(.+)          http://webserverB.dom/$1

(replacing webserverB.dom with the domain name of the new webserver) 
which is from the Apache 1.3 URL Rewriting Guide. The problem is that it 
does not forward anything to webserverB.dom.  If I turn off the 
RewriteCond (i.e. comment it out) it does forward all requests.
