Subject suexec: checking and confirming ...

Q1
As I am upgrading the web server, I though it's 
a good idea to take advantage of suexec. I did some 
research and it looks like that if I want to change anything 
that I see via "suexec -V" I need to recompile all 
of apache.  Is that true?


Q2
based on my readings, it is my understating that under 
suexec scenario uid under which it runs must be 
able to switch to anyone. If I am not mistaken then suexec 
needs to run as root? Is that true?
