OK, --with-ssl is an Apache2 option, for Apache 1.3.27 you need to set the
environment vars:

SSL_BASE=/opt/ssl-noshared
EAPI_MM=/opt/apache/mm/mm-1.2.1
export SSL_BASE EAPI_MM



./configure \
        --prefix=/opt/apache_1.3.27 \
	--with-layout=Apache \
        --enable-module=all \
        --enable-shared=max \
        --disable-module=auth_db \
        --disable-module=auth_dbm \
        --disable-module=example \
        --enable-module=ssl \
        --enable-shared=ssl \
        --disable-rule=SSL_COMPAT \
        --enable-rule=SSL_SDBM \
        --enable-rule=SSL_EXPERIMENTAL \
        --enable-rule=SSL_VENDOR
