How to SSL to come up when user types
http://foo.bar  on URL?

After installing mod_ssl and mod_rewrite, I am asking for syntax and advise
on how to get users to the https://foo.bar, with SSL protocol, when they
just type in http://foo.bar with regular protocol.

I'd like to be able to have local users access with http and external internet users
access with https (SSL).

Would a redirect command be appropriate here.  Or some rewrite directives?
Please be detailed as to syntax and where these directives would be placed.
