How to SSL to come up when user types  on URL?

After installing mod_ssl and mod_rewrite, I am asking for syntax and advise
on how to get users to the, with SSL protocol, when they
just type in with regular protocol.

I'd like to be able to have local users access with http and external internet users
access with https (SSL).

Would a redirect command be appropriate here.  Or some rewrite directives?
Please be detailed as to syntax and where these directives would be placed.
