Subject [users@httpd] 2.0.49 doesn't want to start up

Hi,
I want to migrate from apache 1.3 to 2.0, and set up a chroot
environment for httpd. Unfortunately, apache 2.0.49 refuses to start up
9 out of 10 invocations with the error message:

 [crit] (17)File exists: unable to create scoreboard
 "/var/run/apache2_runtime_status" (name-based shared memory failure)

In the error log. rm /var/run/apache2_runtime_status and restarting
apache results in the same error message. The relevant part of an strace
reveals the following:

An invocation of ipcs -a does not show an existing segment of shared
memory with the given key. 

I'm using 2.0.49 with the worker model under linux.
