Subject [users@httpd] .htpasswd permissions problem?

I've got a site I'm trying to protect with a .htaccess file.

In the .htaccess file, I've got this:
AuthUserFile /home/cleveland/passwords/.htpasswd
AuthGroupFile /dev/null
AuthName "phpMyAdmin for Mystique"
AuthType Basic

<Limit GET>
require valid-user

With this as permissions:
-rwxr--r--   1 cleveland apache    164 Aug 19 11:28 .htaccess

I created a .htpasswd file in the directory /home/cleveland/passwords
with this as permissions:
-rwxr--r--   1 cleveland apache      24 Aug 19 11:27 .htpasswd

When I go to that directory that's protected, I do get a password box,
but it won't accept my name and password.

In my error_log, there's this:
[error] [client] (13)Permission denied: Could not open
password file: /home/cleveland/passwords/.htpasswd

Any ideas what may be wrong? I thought both files had the right
permissions. I even tried chmod'ing both files to 777 and it didn't
