Sure.  Go read a tutorial on regular expressions.

Sorry, I know that isn't nice.  But this question doesn't have
anything directly to do with apache, and could be answered by a little
work on your part.  It will look something like

^10\.10\.131\.([0-9][0-9]?|1[0-1][0-9]|12[0-7])$

but you should use one of the many regular expression testers to test
it (and fix my errors).
