I suppose you meant:

LoadModule scgi_module /path/to/

Is line 31 = LoadModule ... ?

Does /path/to/ = /usr/lib/apache2/

It looks like this interface has been deprecated

So that would imply that your mod_scgi RPM is out-of-date with respect
to your apache version...

Don't use the RPM - download the latest source code for the module and
compile it...
