Is there a reason for your use of RewriteBase? Try either removing
that altogether, or adding a slash to the end so it becomes
RewriteBase /herramientas/
Otherwise, drop the initial anchor (the ^) from the rule, like
RewriteRule sincronizar1\.jnlp$ sincronizar.php
