Subject [users@httpd] Environment variables problem

In httpd.conf I have 'PerlOptions +SetupEnv' but the variables are not 
seen from the scripts. (The fragment of httpd.conf can be found on the 
end of the message). In PerlConfigRequire script I have:
use strict;
use Data::Dumper;

print Dumper (\%ENV);

And it produces:

$VAR1 = {
          'MOD_PERL_API_VERSION' => '2',
          'MOD_PERL' => 'mod_perl/2.0.1',
          'PATH' => 

As one can see, only PATH, MOD_PERL and MOD_PERL_API_VARIABLES are present 
in environment, which is strange, because config file has 'PerlOptions 
+SetupEnv'. 'PerlPassEnv', however, works fine, but I need to have all the
